Poet told them what they thought they will be able to do and they (in India) were thrilled by the possibilities. That´s why they wanted exactly what they were told. Sadly, this is not available any more because POET decided to change its goals.

Was it not the case that POET changed its plan before we ever heard about the Indian tender? In which case, why would they have put the tender out after knowing poet had changed their priorities. Surely it’s more likely that POET needed help after the issues and therefore looked for it from ISRO? 

I would also have expected Suresh to have been very clear about not being involved in the bid when asked at the AGM, were it the case that isro had dropped interest after poets change of plan

That said if there is still something to it. Then who knows when we’ll find out anything. Seems to me lISRO would be keen to keep it under wraps if they are using the GaAs tech.
