In my experience, in general, shares are issued during the anticipation of good news being released, so that those to whom they are issued can be enticed to buy.  In other words, it works exactly the opposite of what current shareholders would like to see.  Of course there are exceptions, but I would not expect one - in observing Mr. Mika at the AGM, I believe him to be the type that runs with the pack on such issues.
