Don't get me wrong. Clearly it is NRE but I believe they are avoiding using the term because in the past Suresh has talked about NRE as being something which provides companies with a discount/exclusivity because "they paid for it". I don't think anyone is getting a discount other than what would typically occur on a volume purchases and lead on business.
