I am going to say the share price may also be waiting for the other shoe to drop, as in possible financing as was the case this spring, we have had 8 years of good news bad news, financing, disappointments, etc so the now market is wary with news releases. 

Even though we are in a totally different spot now the lack of trust will linger so it may take a little longer or more clarification before we start to move up with more conviction.
