I expect that the "Preferred Supplier and Strategic Cooperation Agreements" that will be part of  the deal are to supply POET with the III-V devices that have been designed for the optical interposer. DL becomes one of  POETs suppliers for the optical engines with more suppliers to come as POET invests the US$30 million on an expanded supply chain.
