Today's announcement paves the way for POET to participate in both Canadian and Ontario tech and innovation grants.  The Ontario government grants ranges in the 1-4 million range.  This year the feds are providing U of Ottawa with $13.8 million in funding for various projects (http://www.rsf-fsr.gc.ca/apply-demande/notional/2018-eng.aspx#530)  As a startup, Millview probably knows the grant application system very well.  This is a great way for POET to forge head with R&D without squeezing it's bottom line.  Good strategic planning.
