It could very well be ready.  Many here believed that the GaAs prototypes did work.  Perhaps our GaAs technology is a bit ahead of its time and wouldn't be accepted if everybody had to change their manufacturing mode to adapt to us.  The OI will be a huge step and once in we will have a form of acceptance.  Don't stop believing.
