I think that the wording in the NR "The Company expects to continue to solicit interest from potential subscribers for additional tranches of Convertible Debentures over the coming weeks and months." gives some insight into your question of did they raise "enough"

The more money they can raise at this point, the more likely they are to cross the product finish line "soon"
