PP, every application (device) the OI would be used in must be qualified to certain standards (be they internal, national, international and/or national security issues) to ensure the suitability, sustainability, accuracy, consistency and reliability before they are allowed to enter the marketplace.

Kind of "best practices" on a global scale.
