Agreed with your timeline to meet the regulatory requirements under Notice and Access. In terms of issuing a news releases ahead of this date. That can of course occur any time ahead of the Aug 21 deadline after the deal is signed so long as the new buyer has not placed conditions of the release timing. I am hoping those details come out soon enough ahead of that deadline to set a higher price on the next tranche and get that behind us so  that we have a clean slate leading up  to  the AGM.
