"Open the floodgates"

I've gone back and listened to the audio (Q & A) to try and understand the context of the comment from David Lazovsky when he made reference to "opening the floodgates". My understanding is that in Q4'19 Poet's S&M team will be selectively approaching other T1 customers with the fully assembled OI as a result of having had all sub-components internally and externally qualified. Therefore, no further need for other customers to qualify sub-components....only the finished product.
Am I interpreting this properly? If so, that in and of itself is encouraging. A long time coming, yes but encouraging none the less. Having said that, why do I continue to have my guard up?
I sure hope their timelines are attainable and I absolutely hope that full qualification would warrant some sort of disclosure to report the technological success and the lead up to the economic yield to the Company.
