OInvestor, yes, I picked the 17th as it is consistent with my prior posts, some quite some time ago, where I said I'd give it till the middle of January for the second tranche to be received until I start worrying.  From what happened with the first tranche and deal closing, I felt confident that there would be a delay in receiving the second tranche.  Although I'm in the minority on this opinion, I still very much believe that the actions of the buyer are linked to the progress of the 8th deliverable and any other elements that affect the commericial viability of the OI.
