From AGM audio transcript, it was David speaking to this.  He indicated that because the tier 1 was such a massive company, they would not be driving their entire 400g strategy through a small company.

However, DL went on to state: "technically, we have a differentiated product they want, in fact, we're not sure they have a 400G FR4 solution without us....this is why they want to design us into their product"
