It's funny how you remember things in stages, but looking back at the transcript, this one popped out as part of the question period: 

"The second question is, “can you supply it?” And that’s a question that we recognize and understand and are addressing. I can’t tell you exactly how. I think we will have some things in place later this year that we will be able to announce."

It's not just demand for the OI, but at high volumes.  That will make for some interesting negotiations.
