The customer's project manager would have to accommodate such expenditures in his budget in such a way that it would withstand critical reviews, not to mention the fact that the volume of his budget would have to allow for such expenditures in the first place.

Sure, if you really wanted to, you could try to find ways to finance such a thing. The project manager would have to find higher-level supporters in the company, possibly requiring the approval of the board. I think the bigger the company, the larger the hierarchies and the more difficult it would be to implement something like this.
