Did not say i do not see this as good news.  I am pointing out that you appear to be interpreting the "more than a dozen agreements" to relate to OI supply agreements.  I read it as agrrements that all lead to the making of the complete JV agreement.  I see that as positive - job almost done, ink to go on full agreement in a couple of weeks after Golden Week ends the 10th of October.  So depending on whether you are celebrating Columbus day in the US or Thanksgiving in Canada - after that weekend we should see completion news.
