Can a reason for not giving a ratio at the moment being that they want to maintain a lowest possible ratio? If they truly want to uplist, they need a certain sp. Can it be they want to wait out reaction on new first, maybe on some news in the very near future, so they can go for the lowest ratio?

And how does the ratio needs to be mentioned allready in the proxy? Or can it be communicated later on?
