Could this be in fact both? The manufacturer who happens to be the Tier 1 Company?

Would Tier 1 classify as strictly be the end user like Facebook, Amazon, Google etc.

or

Is the Tier 1 the OEM like Cisco, Intel, Broadcom etc. who could also be a supplier to Poet ?
