I think there are three major issues that are needed to push this sp up to where we think it should be. I'm sorry but I think all three are in the hands of management and should be settled before any reverse split.

The market needs to understand what has been said of the tech, it needs to believe what has been said, and it needs to trust in the future of Poet as a result of what has been said. 

As noted many many times before, the way to resolve all three issues is to name names and give some decent revenue guidance for the near term - certainly in the hands of Poet management. Time to deliver is before any possible RS.
