He didn't say an actual IPO, he said it will be like an IPO.  There are a number of legal, regulatory and administrative items that need to be completed to list on the Nasdaq and those steps are very similar for an actual IPO and a company like Poet which is seeking an uplist.

The most recent Zacks research report already referenced a potentially small offering as the price to play on the Naz.  Tom didn't mention an offering specifically but it should be no surprise if it happens given what is already in the public domain.
