What I intended to write in that sentence was:  "but the abnormal tissue may have been only a millimeter to the left or right of the sampled tissue in the needle biopsy".  Thus, yielding a pathologist opinion as normal ( correct for the tissue presented for pathology analysis, but not indicative of other nearby diseased tissue not contained in the needle biopsy material presented to the pathologist).  

The possibility of sampling error is always a consideration in this circumstance and if the suspicion of diseased tissue remains despite a normal fine needle biopsy then additional measures are always an option, including a repeat fine needle biopsy intended to biopsy from different but nearby locations.
