if you don't have the goods usually you would keep babbling about how great your company is and why people should invest in your enterprise. The less people would invest in your company the more you would tend to put out meaninless news releases in hope of maintaining the status quo and also to attract new investors to prop up the stock.

But usually, silence means consent , in other words if you have the goods you don't have to continously  keep saying how good your company is because you know that you have the goods.

A principal in the company would not say , " We have reached the inflection point." if the company were struggling and didn't have the goods to deliver the product.
