I think you are right. Here's my take which is similar to yours... Nothing was in any customer's hands before now. That would explain the lack of any design wins we were told to watch for in June. Now Euro customer has the 100G TX -- their final application will combine 4 of these for their 400G product. Perhaps that is related to the talk of 4 engines fitting in the space of 1. Chinese customers for 100G and 200G will be getting their samples this week too. So finally we can look forward to design wins and orders. It would have saved a lot of angst to just let investors know about sample delays more directly.
