I'd say some insider buying would be phenomenal. I can understand why insiders own little: they are not founders. Usually in the startup scene you have a lot of insider ownership, they are founders or co-founders owning a significant portion of the business. If the business goes under, they go under.
With POET that's not the case. The founders are long gone, the new management is hired in to salvage the ship, and they're doing so phenomenally. They think they did a good job, so they cash in the options, simple as that.
