Is this not called naked shorting? As I understand it this was outlawed after the 2008/09 fanacial debacle. Mind you is the SEC even looking?  Naked shorting usually happens with low liquid stocks and can certainly drive down the price.

Not saying that is what has been going on, but a fair chance it could be.
