I agree that the best route to getting it reported to someone that might actually do something about it is the Dept. of Justice.   For years, myself and other owners of another tech stock trading on NASDAQ reported multiple issues to the SEC and not once did they even look into the issues.  If anyone is going to take it seriously I would bet on the DOJ over the SEC.
