That is one way to look at it but the reality is Rockley is pushing the boundaries of what can be done in traditional silicon photonics. It was the only game in town and a new player called POET technologies has the ability to integrate the best of the best and that means miniaturizing a wearable with much lower energy requirements with very precise wavelength tuning. 

It's all going to come out in the wash. POET has the solution that industry needs. Silicon foundries want to work with traditional SOI silicon photonics players to squeeze whatever business they can.
