Yes, in fact there was a quota set forth by the SEC, introduced in August of last year requiring all NASDAQ publicly traded companies to have one Woman on their BOD going forward. Don't think it takes full effect until 2023, but could be mistaken. 

So in this case, although she is quite literally "filling a quota", I can only assume OP didn't mean it to be a disparaging statement. Her qualifications clearly speak for themsleves as any one can see. Her knowledge and network will be invaluable to POET moving forward, I'm sure.
