Sorry Baba but the word "may" is permissive and with reference to the law, a judge "may" or "may not" proceed in a particular way as it relates to the statement. I spent three years fighting a personal civil case and this word came up within the context of a statute pertitent to the case and was the basis for the judge's final ruling which was also upheld by the Appeals Court. I am assuming this would apply here.
