I think the main reason Surresh wants to build the modules is to reduce the number of optical engine revisions/configurations to meet the specific requirements/pad placement of each module manufacturer. I think the most meaningful advantage right now is the time saved in avoiding change requests by the module makers. The value added becomes multiplied in doing so.
