I suspect there's probably not a total of 1m shares functioning as "traders" out of a 40m float right now... which means they need to try harder to get them. Either by acquiring bigger chunks from those spooked each time the floor drops out beneath the bid - this over months, with the help of insufficient news - or by slapping the ask high enough to just accumulate without wait, thus stirring the pot. Even on decent volume days, which seems to be around 80k right now on the US side, that's still a lot of work.
