Very true, and this is why there is a wait for the right news/evidence that the risk should be taken.  I will point out that the illusion of liquidity is little help as an institution because bids dry up quickly when the news turns the other way.  This is higher risk investing (small cap, R&D stories...).  Most institutional investors will pay up 10-20% to see the proof.
