Wiping the slate clean of pesky shareholders and debt holders, paves the way for the "stakeholders" cash injection. I suspect a tight rein on spending, but at some point, I assume Rockley wants to go public again, and that's what's going to greatly reduce the risk of the stakeholders.
Hard to understand how potential customers will trust them to deliver. Perhaps their business will be licensing the tech, with no obligations other than to support the tech. Or to look for a buyer.
