my guess only since management had never directly answered this question:

due to non existent "commercial" position of strength management don't want to increase sp in order to keep it attractive to the likes of Craig hallum while institutionals accumulate.

not addressing this question can be perceived as a red flag for those who don't have the time to learn a BaSc degree in Poet technology.
