It would seem to me that driving the share price down on low volume allows accumulation of a larger block of shares via the ATM if the company is allowing these purchases at these prices.  No need to accumulate at the market and risk driving the price up.  Not sure if this is what's creating this disconnect between the share price and the potential for the technology.
