About Insiders buying shares

I know a few here have said if insiders buy some shares it would give a vote of confidence for the company.

If there is a financial deal that the company is involved with right now, which seems likely, there would definitely be a blackout for any insiders to be purchasing shares.
So no insider buying can be construed as a good thing.
