765,000 total options are only worth a little over $1M USD at the option price of $1.33 usd.

I don't think that's an extraordinary amount. And, I hope that everyone receiving these options becomes tremendously wealthy.

You have to offer stock options to keep high-quality employees and consultants contributing to the success of the company. This is favorable to paying extremely high salaries at this stage of the company.
