If I recall, many years ago Suresh commented on the buyout question saying something along the lines that he had no mandate to table an offer that was not reasonable. If an offer was reasonable it would be brought forward to the shareholders. 
Simply looking at potential what would a reasonable offer be? 3B? 7B? 20B? Who knows? Looking at current share price any offer would most certainly be far lower.  
If an offer has been made it's anybody's guess what it was.
But the bigger question is: Is my memory of this correct?
