I don't know much about this other than that these are securities that are sold in the market by POET. So I am hoping that this is an indication that they anticipate a surge in buying otherwise it is pretty much useless. It is up to POET to agree on the market price and it is arranged as cross trade.

There are others here that probably have a better understanding of this. 

This may just be paperwork to keep it available. The US side of the ATM was suspended in October (due to a lack of interest at that time).
