I don't know but this doesn't sound to convincing. Once again they couldn't make a deal for a non dilutive financing and are now desperate to get some money ... It's a bit like a financing without price tag if they don't have a blockbuster news. Learning from the past this has never been the case until now.
Who is gonna prevent that the people who want in drive the price down and then tap the ATM?
You better have some good news this time or any bit of confidence is gone.
