All societies have rules, the only difference is the degree to how one is punished for breaking a rule .  Breaking the same rule in different parts of the world  possibly gets you sent to a  Siberian prison,  execution or a slap on the wrist. If we had no rules you would have anarchy.  Good people which comprise the majority of most societies don't need rules to live an honest life but not everyone is good.
