Fox and Lux can design and build one module for one particular form factor and one particular reach from LR, FR and DR and the other two reaches become available with little effort. That is a tremdoous amount of cost and time saving (beat others to market) when Fox or Lux competitors have to endure additional module design and develpment stages with customers for each different "reach" within the same form factor.

POET has two form factors at 800G: QSFP-DD and OSFP
POET intends 800G own brand (WaveLight) transceiver in the OSFP form factor. There would be no conflict of interest by selling OEs for 800G QSFP-DD modules for any final customer.
POET should have a restricted list of potential customers that it intends to keep for itself. OEs sales for the 800G OSFP form factor could be for sale with a contract that prevents competing modules to be destined for any customer on the POET restricted list.
