I don't think so. They appear to be working hard to get the share price up and the institutions that recently came on board are expecting a lot more return in a shorter time frame. I think that another deal similar to what they did with SAID could be in play. The hiring taking place would seem to indicate that they are preparing to move into a facility in place. Now some funding could be associated with government grants. I would be interested to know whether they are using Denselight to perfect their gain chips?

Anything is possible but to me they are not going to wait for a new build and there has been enough dilution at the current price. I think the overhang and tech stock headwinds account for the current share price resistance.
