Singapore means a location for manufacturing. As to who would be involved and who pays for what, will be unknown until an announcement is made.

There are two parts to the question of production facilities. One is for POET's WaveLight modules. The other is for SHINE products for other verticals. A possibility that makes financial sense is to expand AMF's (Advanced Micro Foundry - SHINE member located in Singapore) facility to accommodate both.
