Each node will have a minimum of four OEs with additional to come as the Starlights evolve from 4 lanes to 8 (both completed) to 16 and 32 lane generations somewhere down the road. 

Assuming a minimum cluster size of 16 multiplied by 4 OEs per node = 64 OEs. This is the Starlight Quad. The Starlight Octal doubles the OEs to 128. As for those 16 and 32 laners, no comment as 200G lanes might be introduced somewhere down the road.  

I hope this clears up the confusion for the last question you asked.
