I'm interested if those with experience have any suggestions on how to transfer shares out of a Locked-in RRSP if in fact it can be done. For some reason I trust that there are some here that know more than those that I've been talking to.

I went through a very exasperating couple weeks back in January talking with TD Waterhouse about transfering shares in-kind out of two separate Locked-in RRSP accounts (one Federally regulated and one Provincially regulated-BC). I called in on three separate occasions talked to three separate individuals, two of them then called their RSP department to clarify, and all three told me it would be no problem. I specifically called their attention to the fact that these were locked in accounts and again received confirmation that it would be no problem.
Well after selling shares to cover the taxes and a fourth person putting in the transfer order. I find out a few days later that he did it wrong. "But don't worry, it can still be done. Let me set up an appointment with one of our branches. You just need to fill out this form." he says.
So three days later Im sitting in a TD branch discussing with the rep why it can't be done, and listening to her on the phone asking TD Waterhouse to stop sending her customers trying to transfer out of locked-in RRSP's. (I was the 3rd one in recent weeks)
After another call to TDW and more confirmation that I was out of luck, I resigned to not being able to top up my TFSA this year. I've got plenty of shares in the locked in accounts if I could only transfer them.
So after all the hassle and the selling and buying back of the share in my account, I'm over 200 shares poorer and even more skeptical about the competancy of those handling my transactions.

Anyway, I'm sure there are answers here. Even just confirmation of my hopeless plight would be helpful.
