In my day job, I prepare environmental permit applications for clients (not in this sector, or province). IMHO, the company can say that a permit is expected by June 28, but to assume that the government would issue it on that day assumes a whole lot.

Any query from the government would have to be addressed, and the answer re-evaluated. This takes time, additional time to the stated date. It is summer. People are on vacation, get sick, have other projects to assess, etc etc.

Don't assume that because there is no news release, that there is bad news, maybe just wishfull thinking in the nr.
