Depth/LII doesn't work for me

When I go to the Depth/LII I see all the previous orders that were filled (on the right) but do not see the LIIs. I tried clicked on "by price" and "by order" and neither of them work.
I get a message saying:
"Market-By-Price not available in delayed format"
I am currently a Treasurer, is this not high enough? Thanks.
