I am for sure not the expert, but in order to short a stock, you have to be able to borrow it. From whom ? Or who would lend you the shares in Juniors ? I do understand shortening a blue chip, insurance companies, Funds and the like are eager to do lend to your broker, but junior resource companies ? For sure it is done, but the scale is minimal.
