I would not sell KXL to buy NOT, except if Windfall really turns up some very good stuff. In the short to medium term(next 2-3 years) I don't think there will be any market interest for any new chromium capacity, in particular with the downturn in commodities around the world. The timing and costs for infrastructure with the resulting interest charges just are too long and too high. Right now all companies are in a cash conservation crunch
